It appears the manual indicates the actual circuits/voltages that the fuses protect, where the fuse card indicates the fuse ratings of the fuses themselves. It would be better to use LEDs for a lot less power and heat. Otherwise, use #47 bulbs instead of #44: #47 bulbs use 0.15A each at 6.3VAC #44 or #555 bulbs use 0.25A each at 6.3VAC Tally the number of bulbs and multiply by individual bulb power drain to get the current need, and add a bit for buffer...

Sound like there is a locked-on solenoid, caused by either a stuck switch (if special solenoids: slings, pop-bumpers), and a shorted associated drive transistor for that coil on the MPU board. Did the sound work initially before replacing every other board and repinning? Any chip burning hot on the sound board? (if so it is probably bad). I seem to recall that the Sustain potentiometer's adjustment is fairly critical to get sound too. I would also check voltages according to the diagram, ...

Does the issue still occur with switch matrix connectors J3 & J4 disconnected at the MPU?
Display connector J2 has no cold solder joints at the MPU?

Something appears bad on the credit/match board - either shorted glass internally, bad U1 decoder chip, etc.
Have you tried a different 6-digit display in its place yet (make sure machine is OFF prior to disconnect/reconnect connectors).

I would recommend to fix it. There is a reason why it was designed that way originally. With the age of those machines, missing one out of two ground pins might work for now, however over time a bit of resistance in the remaining connector pin might develop. That could lead to a small ground voltage...

Almost done fixing a Gottlieb Jacks Open. Replaced all drop targets, tightened/adjusted all contacts. Initially drop targets did not score any points with no top inlane scored. The transformer appears good from your readings as far as I can tell.
Are you sure there is no 115VAC at its output if properly fed by 120VAC arriving at its primary?

What about trying to read resistance as opposed to continuity on the secondary and primary side of the transformer?
Maybe continuity is expecting only a low reading, whereas there will be some resistance for the windings in a good transformer

Did this just occurred in your machine, or you recently acquired the machine with this issue? Does the transformer smell or look burnt? The other question you need to ask is why did the transformer burn, if it is burned indeed. A component in the strobe unit in the head might have cause an overload ...

Strange - a 35V cap installed correctly should not smoke and short with 15.5VDC.
All the cap does is smooth the DC power arriving at J1-5, to feed the 7805 +5V voltage regulator input...
